港府意外錄得巨額盈餘仍堅拒退稅「回水」，在民意強烈反彈及政黨聯手施壓下終「跪低投降」，匆忙答應退稅及直接派錢各六千元補鑊，但仍然觸發過萬名市民於前日上街怒吼。不過，曾蔭權昨日與內地大學生對話時仍「死雞撐飯蓋」，指稱市民在預算案出台前根本沒有強烈要求退稅，反責政黨在預算案公布後「轉軚」。[/color]不論有否提議退稅的政黨，都一致狠批曾蔭權「死不認錯」，未有從連番施政失誤吸取教訓。
